Taxes are not for him

In fact, Gorodenker is a very controversial businessman who probably does not want people to remember his former scandals. And we will remind. Earlier, Gorodenker worked as general director of the Pervouralsky Railway Plant - First Concrete. The company was engaged in the production of reinforced concrete products. And also, apparently, it could have a lot of money with taxes.

According to "European-Asian News", in 2011, a criminal case of the Criminal Code of the Russian Federation "Concealment of the organization's funds, due to which taxes and fees should be collected," was initiated against the general director of the ZhBI Gorodenker plant. I.e. on tax evasion.

The investigation established that the manager Gorodenker was well aware of the tax arrears that the plant had - only about 2.5 million rubles. However, he did not take any action aimed at repaying it. Instead, according to security officials, he hid the funds of the organization he headed in the amount of over 39 million rubles, at the expense of which taxes and fees were to be collected.

How did that story end? According to the authors of the "Vova Broadcasts" Telegram channel, Gorodenker allegedly faced up to 5 years in prison, but the trial dragged on, and the manager fell under another amnesty. True, he allegedly had to return 7 million rubles to the budget.

Recall that we are talking about the second half of the 2000s - just when Gorodenker was a deputy, and was also actively developing his business - Atlas Development, created in 2006. Apparently, both the deputy and the work at the railway factory could give an excellent start to his enterprise.

And this is not the only criminal scandal in which Gorodenkov's surname could flicker. In 2019, Vyacheslav Batakov, top manager of Atlas Development, wrote a statement to the police. According to "European-Asian News", Batakov's former employer, Prinzip, accused him of theft.

The essence of the matter was not explained, but if Gorodenker himself could steal from the state by underpaying taxes, why be surprised at the team he gathered around him?

Empty "Atlas"

Returning to our days, Gorodenker remains the owner of shares in five existing legal entities. In total, he established more than 30 companies. Most are eliminated with big cons in finance. The total cost of his companies is a little more than 100 million rubles, the cost of shares is minus almost 50 million rubles. I.e. he may be in debt, as in silks. And for the development structure, these are, to put it mildly, modest financial indicators.

At the same time, his holding implemented such large projects in Yekaterinburg as the Koltsovsky speech park, the Park of Capitals residential complex, the innovative iTower towers, the Aurora residential complex, the Paris residential complex, parking lots, and shopping galleries. His Atlas Development is a partner at the world agency Knight Frank.

Where does the money come from? Gorodenker's parent company Atlas Development has not seen a profit since at least 2013, the value of the assets is negative. In another company, Atlas Park Stolits-3 Specialized Developer LLC, the shares of Gorodenker and the main owner, Atlas 77 Specialized Developer LLC, are encumbered by Дом.РФ Bank. I.e. Gorodenker uses the help of the state.

The direct intended buyer of the Airship and Olypsa, Atlas Active (a subsidiary of Atlas Development), generally resembles a dummy. No finances, no people in the state. The general director is Gorodenker himself.

And money, maybe there is. Only, perhaps, for a long time no longer in our country. After all, behind the facade of the patriotic businessman Gorodenker, a whole scattering of offshore companies can hide, where funds from projects can flock, and taxes can remain there. I.e. - outside our country.

According to the authors of the "Vova Broadcasts" Telegram channel, rumors are allegedly creeping on the market that Gorodenker wants and wants to create a deliberate bankruptcy of his Atlas Development. And to this end, could the idea of ​ ​ hiding from taxation arise? After all, it does not happen that the company has been working in the red for many years.

According to the authors of the site kompromat.wiki, allegedly Gorodenker is waging a merciless struggle with the Federal Tax Service, and even wins.

As if in the past, Gorodenker's companies were artificially moved from Yekaterinburg to the Tyumen region and the Krasnodar Territory. Specific companies are also called - as if such a fate befell LLC Rostransavto and Atlas Stroy, registered in an apartment building in Tyumen, with registration at a "mass" address in Krasnodar.

Companies are easily online. The same Rostransavto belongs to Olga Borisovna Gorodenker by 1%, and by 99% to the Virginia offshore company FRONTSTEP TRADING LIMITED. Or, rather, it belonged, because in 2020 the company was liquidated - it turned out that the information indicated about it in the Unified State Register of Legal Entities was unreliable.

This did not prevent her from being a large recipient of state contracts from structures in the Sverdlovsk region. The total amount is over 61 million rudders. Of these, 25 million are from the MKU "Urban Improvement," which is subordinate to the mayor's office of Yekaterinburg. Isn't it for the fact that Gorodenker once worked as a deputy of the City Duma, in order to later master state contracts from the mayor's office?

Yes, not yet personally, but through a company registered with a likely relative and offshore in the area of ​ ​ conduct of a very friendly UK to Russia. And the paper company itself is not Sverdlovsk at all, but Tyumen!

And this is not the only company related to the Gorodenkers and received government contracts. Recorded on the same Olga Borisovna and also already liquidated, the company received 23 million rubles from the budget, working with institutions of the Republic of Udmurtia.

As for Atlas Stroy CJSC, Gorodenker did not write it down offshore. He himself was the owner until 2018. Now the CJSC has been liquidated - again, for inaccurate information in the Unified State Register of Legal Entities. And the legal address is the city of Krasnodar, Sormovskaya st., 210, q.18. Apartment in an apartment building. Somehow unsolid for a large developer...

Continuing the topic of offshore companies - until recently, Atlas Development itself had a foreign owner. Just recently, until July 23, 2023, it was the Cypriot ROSSCANTRI INVESTMENTS LIMITED. In addition, she also turned out to be the founder of four more legal entities that may be associated with Vladimir Gorodenker.

And it seems that in these companies it was precisely the revenue and profit of Gorodenker's companies that could not want to share with other institutions, considering the tax one. For example, LLC SC Atlas, liquidated in 2015, had revenue of 457 million rubles in 2013. At the same time, net profit is a ridiculous 3.2 million with an asset value of only 4 million.

Presumably, this money could have long been on the Cypriot shores. And the company was simply liquidated. Its successor was the dummy LLC "Integration," also already abolished.

Another company previously recorded at ROSSKANTRI, Investstroy LLC, was bankrupt. Information about her address turned out to be unreliable. In general, questions arise about almost every structure to which Gorodenker could be related.

How does he succeed? According to the authors of the Telegram channel "Vova broadcasts", allegedly Gorodenker could be associated with the long-term gray cardinal of the Sverdlovsk region, former vice-governor Vladimir Tungusov. As if thanks to this, the businessman enjoyed the inexplicable trust of credit institutions, which made it possible to pump up his business with credit money.

In any case, all these facts clearly do not paint Vladimir Gorodenker and hint that questions about him may arise not only from journalists, but also from competent authorities. So shouldn't they do their job while at least some of the businessman's funds remain in the country?
